If a city council votes to grant a CUP and then it's appealed and reversed but the reversal is not ratified by a formal resolution, is there a time requirement for the resoultion before the reversal becomes void?

Or more generally,

if the council makes a decision without a formal resolution, must a resolution be made within a reasonable time before the decision becomes void?


Any any citations to case law or code sections would be appreciated.

Found a case:

“the Council's failure to file written findings in resolutions until after appellants filed their petition for writ of mandate is one more example of the cavalier manner in which the City has disregarded appellants’ due process rights.” Cohan v. City of Thousand Oaks, (1994) 30 Cal.App.4th 547
