Is it legal to ask employees to tell you why they are going to be out or if they call in that morning to say they aren't coming in that day?

Why would it be illegal to ask a question?

You are under no legal obligation to answer, but then again, they are under no obligation to retain you as an employee.

It is perfectly legal (and customary) for your employer to ask you why you are absent from work.
