What is the name of your state (only U.S. law)? CA

With the new BK laws that came into effect a few years back, how long is it before you can file for Chapter 7 BK again? A friend of mine filed in 2004 (only 4 years ago) at the same time she also was going through a divorce, apparently some high debts, joint debts, were missed in the petition and now they are coming back to haunt her.

Who is telling here she needs to file again?
To answer your question, it's 8 years beyween Chapter 7 filings.
However, if dhe lives in the 9th circuit {Ca.} and filed a no asset bk, it does not matter if creditors were omitted. The debt is considered discharged.
