What is the name of your state (only U.S. law)? Virginia...

Hello all,

My friend works @ a local restaurant in Richmond, and in the past she had to pay "tip out" to the chefs bartender and bussers...NOW they added a 3% tip out to cover creditcard charges :( is this legal? :confused:
