What is the name of your state? New York

Recently, I purchased a small bag of tools at auction, via an Internet web site, from a company which acts as official agent to various police departments selling excess property for them. The company has a legal presence in NY State.

The bag also contained a memo book with a name and address written in it, and a year-old, expired, NY State vehicle registration stub. All of the tools in the bag were engraved with the same name as in the book and on the stub.

Since I purchased the property in good faith, without knowledge of the markings on the tools, and even though it sppears the police and/or selling company didn't perform due diligence in trying to locate the owner, do I hold title to the property or would I have to return the property to the person whose name is engraved on them if he wanted it back? I have a receipt for the purchase.
