TN Holiday Pay and PTO Question

My employer is going to be shut down the week of Thanksgiving, the week of Christmas, and the week after that for New Years. In the past we have received our holiday pay but this year things are different. We were told in order to receive our holiday pay we must use our vacation days (PTO) to cover the day before and the day after the holiday.

Example:
For the week of Thanksgiving our last scheduled day of work is Friday, November 19. The facility is shut down the week of the 22nd, and our next scheduled day of work is Monday, November 29. In order to get our holiday pay this year we were told that we must turn in vacation days for the 24th and 26th.

Is this legal? Are they allowed to make us use our PTO just to get our holiday pay?

Yes they can. Since the employer isn't obligated under any law to provide you with PTO, unless you have a bona fide contract or are part of a union, they get to decide when you take vacation or PTO.
