Is it better to file against a CRA in Federal or "Local" court? I am about to file against one for reporting information that belongs to my father that they refusr to remove. And another thing, how do I prove damages if I have not been turned down for any credit as a result of their error? Is it enough that it prevented me from applying for credit, mortgages, etc? Any help will be greatly appreciated...

No, you have to have PROOF that you've been 'hurt' by their misdeeds.

You can sue the CRA's in any court of competent jurisdiction.
