In any event, the answer to your question resides in how your company is rounding time at the end of the day. Rounding off for payroll purposes is permitted by DOL guidlines, as long as it does not unduly favor the employer and evens out over time. So the question is, if you work a bit over into the next quarter hour at the end of the day, does the company round back or forward?
If they consistently round forward in the morning and back at the end of the day, then they're violating the law and you may file a complaint with your State's DOL/wage and hour division or the federal DOL.
