too young for retirement benefits?????

I am working for an institution in atlanta, GA and don't seem to understand one of there policies regarding the retirement benefits. In order to qualify for retirement benefits an employee must work 1,000 hours or 1 year(that seems fair) but also MUST BE AGE 26 not years at the workplace. If two people start, one 23 and one 25, then after the one year only the 25 (now 26) will get the retirement benefits. I want to know if this is right. I can't find anything about being too young for a particular part of compensation or benefit. I am only 23 and want to start making a difference in my future. Thanks for any help.
