I have a Cuban mother and daughter living in Jamaica (are not Jamaican residents) who would like to visit family and friends in the United States. Can they apply for non-immigrant tourists visas. If so, where do they apply, in Cuba or Jamaica. I know that some "Consular Services" are done out of the U.S Embassy here in Jamaica? Also, what can a person do once there vistor's visa has been cancelled, can the decision be appealed?
