What is the name of your state?
TEXAS
Please clarify if you would.
A parking space was marked with a no tow, handicap sign in front (of the space) as well as a wheelchair symbol painted on the pavement of that space. Construction was done months ago and the sign was removed and the painted symbol is visible sometimes. In the dark, the symbol cannot be seen. Is this space properly marked to allow towing for violators ?

**A: please elaborate. Are you a resident in the complex and did your vehicle get towed?

I am a resident. I did not get towed THIS TIME.
The towing is a big problem at this complex.
Towing company has towed illegally before.

It partly depends on what your city or local laws are as to signage for handicap parking.

The Texas Transportation Code (§681.009) allows a political subdivision (like a city or county) or a private landowner to designate parking spaces for the exclusive use of vehicles transporting persons with disabilities. The Code requires any reserved parking spaces owned by a political subdivision to conform to the standards and specifications adopted by the Texas Commissioner of Licensing and Regulation. Private landowners must only comply with those standards if required by law.

If the local standards and specifications explicitly provide that "each accessible parking space shall be designated as reserved by a vertically mounted or suspended sign showing the symbol of accessibility.", a parking space with only a painted symbol on the ground is not to code and therefore not legally a reserved space. If a vertical sign is required to reserve the space, you should not have been given the ticket nor should you be subject to towing.
