I purchased a home in Dec '06. I couldn't afford the payments and called the bank and told them I was moving out and to take the house back.

I moved within the same town and started water service in the rental house.

The water was turned off in the house to be foreclosed on. We still received the bills while the house was in the foreclosure process. The house finally foreclosed after a year.

I am current on my water bill on the house we live in now. We even paid and extra month.

Well, I got a bill in the mail with my current Account number on it (The service address reads my current address) for $455 due immediately and it says I have a "shut-off" notice for March 19th. I called and to my surprise they said they added the fee from the old account to my current account. They said if I don't pay it, then my water will be shut off in the house I'm living in.

My question is do they have the right to do this? The bill states that the amount due is for my current service address. They are bullying me to pay it when I told them that I had to wait for the foreclosure to go through and I'm starting the bankruptcy process now.

What should I do? I don't have $455 to pay for this bill. The water was shut off in that house for a year. Do I have any way of stopping this?

Is the $445 for the service before the water was shut of or after? If its for ther service before shutoff and any interest/penalties, then yes, they can add it to your new address.

If you were still getting billed for water after it was shut off by the water company, then ... Well they can still add it to your bill at the new address and shut off your water if you don't pay. But, after you pay it, you can appeal to them to give you credit back because the bill was for services not rendered.

It was after shut off

When they shut me off I only owed for two months but that was covered by the deposit on the account.

...so the whole amount is for when the water was shut off. No service went to that house for a year.
