township breaks own ordinance

What is the name of your state (only U.S. law)? Michigan
Our township supervisor ordered a company to remove shrubs from our cemetery. The ordinance states only the sexton has that right. He had nothing to do with it. They left the roots and stubs above the ground and the shrubs were not breaking any ordinance rule. Can he be sued? The ordinance says this behavior is a misdemeanor. 26 shrubs were destroyed and the cemetery now looks terrible.What is the name of your state (only U.S. law)?

No, they were on graves planted by loved ones at some time or other - 2 shrubs were on one of my families plots
