What is the name of your state? Connecticut

I went to a small private school in New London Connecticut during 1992-1996
I graduated class of one and went on to marry and have kids and move along ways away. When I attended the foster family I was in used my clothing and food allowances from Foster care to pay for the tuition. I agreed to this because I wanted a good transcript for college. At graduation I recieved no diploma because the Headmasters printer didnt work. I was not worried yet. I later moved and requested transcripts to attend a bible school. I was approved and knew the reason was it arrived. Now it is 2005 and I am finally going to go to college. I called the old bible school and the letter they had recieved from my headmaster says his printer still didnt work and so he never sent a transcript or a diploma. I called him and he says that now the school is closed and he destroyed all the records. I am so Upsett...obviously. I have to take A GED test just to go to college because of him.
I want to know what are the laws concerning small church private schools and record keeping, even after they close. Are they allowed to do this and get away with it?
What about all that foster care money I paid them, they never delivered any evidence of me even being a student there. What happened to it?

What can I do?
I am taking the GED anyways but if I could make him foot the bill I would!
SO unfair!

Email me the replies,
Thanks a lot!
