I live on a private street which was created to allow the builder to violate the building code. The area was annexed by the city of Houston, TX. The local community association tells us that Houston does not collect trash/garbage on private streets. The community association administers trash collection and assesses an additional fee for trash collection. They use a private trash collector rather than that of the city of Houston. The city of Houston reimburses the association for trash collection.
Isn't trash collection covered in the real estate taxes I pay?
What is the legal definition of a private street?
Can I refuse to use the trash collection and not pay the additional assessment.?

Thanks
