my city has contracted a tree service to trim trees back from wires. they came and asked about trimming a tree in front of my house. I showed them that only the bottom branches were within 6 foot of the wires and that they could trim them back but only them. I came home the next day and they had cut all of the limbs on one side back to the trunk except the low limbs i had said they could cut. the tree is now ofcourse heavy on one side towards the hopuse and looks terrible. do i have any recourse towards the city or the tree service?

Yes. Call the City arborist out to inspect the tree and write a report to file with their insurance carrier.
