Would a tribal lender require a state license to be able to legally lend money in North Carolina?
I don't think that question can be answered without context. Also, whether by "tribal lender" you mean an individual or some sort of organization.

Payday loans are illegal in North Carolina. And a State lending license is required. And there is an interest APR cap.

There were problems a few years ago with “tribal loans” that were not really connected with any tribe, which led to Attorney General and legislative action in North Carolina. But a true tribal lender can claim immunity from both local and state laws that regulate other lenders.
