Is a Deputy District Attorney allowed to offer a lighter sentence to a co-defendant in exchange for lies against the other co-defendant. This DDA knew he was asking the first co-defendant to lie.

If this occurs, and the 2nd co-defendant, although innocent of the crime, sees the deck stacked against him/her, and agrees to a plea bargain, and is sentenced. And, if the first co-defendant later admits in front of witnesses that he/she agreed to lie for the DDA, is there any recourse for the 2nd co-defendant? And, is there any action that can be taken against this tricky DDA?
