The man who lives across the street keeps a video camera aimed at our home at all times. We keep our windows shut to keep him from seeing into our home. He frequently takes a flashlight at night and searches under and into our vehicles through the windows. He has contacted my husband's employer implying he or our sons are using the company truck for illegal activities. He frequently calls the city to report that our car has a flat tire or that one of our cars has set on the street, for more than 48 hours. Seldom is this true, but by law, the city is bound to investigate each omplaint. An officer is dispatched and a letter is sent to our home. Sometimes a city representative calls on the telephone. This has been going on for over 18 months and it goes so far beyond annoying. Is any of his activity illegal in the state of Kansas and can he be prosecuted? The police,city, and one lawyer say we have no case against this man. Is it true?

I don't know anything about KS law but there may be an "anti-stalking" law like there is in CA. Perhaps there's a civil code that he's violating -- like invasion of privacy with the video camera that a personal injury lawyer could file. It wouldn't hurt to talk to a lawyer in your state. There are names of attorneys at this website if you haven't any idea who to call.
