I’m in a nursing home in Pa. The DON found out 1 of the CNA’s & I exchanged #’s & said that us exchanging #’s is against HIPAA. Is this true & if so, what can I read to find this?

Are you a resident of the nursing home or an employee of the nursing home?

I can find nothing to support what you were told about HIPAA, based on the limited amount of information you have provided.
 
Hello my apologies I’m a resident & I didn’t believe that was true. The DON is trying to use intimidation to scare her staff. We could’ve known each other previously. I realized she full of crap!

You are allowed to share your personal medical information with whoever you choose.
You need permission to share other people's medical information. Medical professionals can share medical information on a need to know basis, for the purpose of medical care.

There are some potential ethical issues when CNAs and other caregivers "befriend" clients. Sometimes a caregiver will overstep and take advantage of a client, particularly those with $$$. It may be that the DON is concerned with avoiding even the potential of this happening.
