As an employee of a non-profit organization,
my employer often writes grants to fund its programs. It has come to my attention that the organization is inflating the employee salary amounts that it lists in these grants, pays its employees a lesser amount, and uses the excess funding to run other programs. This seems at unethical to me, however is it necessarily illegal? I would need to know this before making an issue of it, as I am afraid of retribution.

Yes there is a problem here, it is called fraud. The employer is defrauding the grantors and using the excess money as it sees fit. The end (using the excess money for a legitiatme non-profit cause) does not justify the means used (fraud) to acquire the funds. If you reported this act to the grantors and or public officials, and you were terminated by the employer, then you would have a wrongful termination law suit. However, I suggest that you speak with an employment law attorney near you to get the best advice on how to handle your situation. You can find one at attorneypages
