What is the name of your state (only U.S. law)? Connecticut
I'm not sure if this is the correct section of the forum for this question, but I'll try....
I am currently helping out a friend to get her life back on track. She has been living from hotel to hotel and has no job or car. She also has no remaining identification (she recently misplaced her SSN card and her drivers' license was suspended due to an unpaid ticket and confiscated during a traffic stop).
The first step in obtaining back all of her identification and a state-issued ID card is her birth certificate. But, when we contacted Connecticut, they require ID in order for her to obtain her birth certificate! (it's a catch-22). Her parents are both in jail and will be for a long time, so they are not available to prove her identity. Connecticut also allows the use of utility bills, but that is not possible as she has been living out of hotels for quite some time and has no bills that qualify.
So, what are her options? Lexis-Nexis stated that we may be able to contact the state directly for "a larger list of IDs accepted" but when we looked on their web page, the only additional options were not things she could get.
The only things that Connecticut will accept are: Drivers' license, Passport, Two utility bills (gas, phone, cable) with your current address;
One utility bill along with a pay stub, social security card or medical card.
She has NONE of these things. And Florida recently tightened up it's process for getting ID cards and drivers' licenses, meaning that without a birth certificate, she cannot even order an ID card!!!!
There MUST be a solution! Any ideas??
