Trying to pay judgment....(VIRGINIA)

Some guy sued me in Virginia, I now live 2k miles away. Anyhow, 21 months have passed, and I have decided to pay the judgment plus interest. The problem is, that to get this thing off of my record, I need to send in a notarized "Notice of Satisfaction" to the General District court. To ensure this form will be sent, I have sent a Cashiers Check to a 3rd party (the place of his former employment) and notified the guy that when he drops off the "Notice of Satisfaction", the 3rd party will notarize it, and hand over the check. The guy agreed to this, however now that I have sent the check and paperwork, HE REFUSES TO PICK UP THE CHECK. He is claiming it will take too much time out of his day, and other arrangements need to be made. I mentioned it was his place of former employement, so it is obviously not too far away for him to drive. MY QUESTION IS, "HOW DO I PROVE THAT I HAVE SHOWN DUE DILIGENCE? CAN THE INTEREST BE STOPPED AS OF NOW? IF HE CONTINUES TO REFUSE TO PICK UP THIS CHECK, CAN I HAVE THE DEBT REPEALED BY THE COURTS?" Thanks for your help.
