Is it possible to include tuition reimbursement owed to a previous employer in a bankruptcy?

it's not the government

Government related debts like tax debts/student loans generally are not subject to bankrupty laws. However, a debt to your former employer should be perfectly fine for rolling into a bankrupty case.
