My departure from my former employer after 9 years was not what I wanted. I signed this agreement based off the encouragement of my former Director as a commitment to myself and the company that I wanted to progress my career with my employer. As the Policy reads from which I signed it states the following:

“Committed to the philosophy that people are our greatest asset, educational assistance tuition reimbursement program is designed to support the professional growth of our associates by providing an opportunity to increase their professional skills and knowledge. This program supports your continued education and advancement with the company by reimbursing you when you take courses that are relevant to your current job or immediate career growth.”

Unfortunately for me my decision to leave was solely based off of being Lied to and losing the trust of my employer. There was never going to be an opportunity to advance my career with As an example I interviewed for a second shift manager position in March 2016 after the departure of the Manager. Interviewed with the new director. 2 weeks later he calls me into his office and states to me that I did not receive the job and that they had hired someone from outside the company with a lot more experience. I told him I understood. He stated to me that I was the second choice and that they had to go with the more experienced person. 4 days later the manager they hired quit. So I figured that I am next man up. Instead after about 2 weeks I decide to approach the new director and ask him what was going on with the position. He stated I was still in the running and that he needed to talk to HR. After one more week went by I decided to speak with HR myself and she informed me that from her side I wasn’t 2nd choice nor was I to be told this. Hopefully you can see my frustrations here as never getting a chance. In addition to having a superior Lie to me. There is a lot more to the toxic environment i was subjected to which forced me to seek employment elsewhere.

Repayment of costs section states that "repayments of sums as outlined above will be coordinated with the accounts receivable department and made on regularly scheduled payment date" So my question is do i have any leverage on how long i have to pay this amount off?

I mean how do I know how long i have to pay this off? as there arent any terms i agreed to ? do i have the right to say years, 5 years, etc?
There is really no way that we can answer that. You're going to need to talk to them.

If repayment terms aren't spelled out in the agreement you signed, then you have no legal rights to spell out those terms now. The repayment terms are legally entirely up to the AR department. The fact that your employer apparently lied to you and did not promote you when you believed you should be promoted does not give you any leverage.

You may try to negotiate with AR to obtain some repayment terms that are to your satisfaction, however, the final decision rests with AR. And based on the portions of the agreement you've copied into this thread, that is perfectly legal.

You should be able to figure out by yourself whether or not there are specific repayment terms in the policy - they're either there or they're not. They will state very clearly what amounts are owed and when they're owed. If there's nothing like that in the policy, then the AR department is legally free to make up the terms as they go along.
