Tuition Waiver for minorities

What is the name of your state? WA

Washington state department of health is offering tuition waivers for Chemical Dependancy professions (drug counselors) for low income ethnic minorities only. Can this be challanged? I definately qualify as low income, but as a white male I fear I won't get this waiver.

Other facts about the waiver:

1. Applies at participating community colleges and is used for college credit
2. Is not a complete waiver, but waivers about 75%.
3. You don't just fill out a form to get it, but have a one on one counseling session to be approved.
4. It is offered by the Division of Alcohol and Substance Abuse (DASA) via the Washington Department of Health and Human Services (DSHS).
5. Is offered because of "severe shortages" of professionals.

Where exactly does it state the program is for ethnic minorities only? I searched the DASA website and what little information listed about the tuition assistance program says nothing about minorities.

I got that piece of info from someone in admissions from Bellevue Community College.

And I agree there seems to be very little information about this waiver.
