What is the name of your state (only U.S. law)? Nebraska
My wifes divorce was done in virgina and now lives in nebraska and has for 7 years while her ex now lives in North Carolina(2years). The twist is that she has let him has custody of there 13 old son and is in the process of paying support and wandering which state will do it. We would like for North Carolina to do it as child lives there. We have written a certified letter to N.C requesting them to do it. Question is who has the power??:

Thanks

The father and the mother. Not stepparents.

If your wife has a legal question, tell her to sign up and ask her own questions, if she chooses to ask. This is her business.

Because you're not legally involved...it can be very difficult trying to advise a third party as they rarely have all of the relevant information.
