Can a real estate agent plan 2 rounds of offers for the sale of a property? He is planning to have a first round to see where the bids go. Then he is going to have a second round to drive the bidding higher. The highest and best offer will win.

**A: yes, provided the Seller does not accept any of the offers. Such a practice would be highly unethical though. Better to have the agent plan 2 rounds of golf and meet at the 19th hole to discuss the plan.
