What is the name of your state? PA

Do "best interest of the child" rules vary from state to state. If I live in one state and the other parent lives in another, are the rules the same, if not which rules apply?

If there are current orders, the laws of the originating state will govern if one of the parents lives there. If there are no orders (or neither of the parents live in the originating state), then the child's "home state" will govern.

Yes BIOC rules do vary from state to state....not dramatically, but they do vary. The standards of the state that has jurisdiction would apply. Since you haven't described your situation, nor identified the other state, I can't tell you which state has jurisdiction.
