TX apartment manager cashed stolen check?

Texas: A few weeks after she moved to a new apartment, a forged check for $700 was cashed from my mother's bank account. The apartment manager is the only suspect, but there is no proof. My mother changed the locks to the apartment, and he is now demanding copies of the new keys and of the police report. The police have advised her to give him nothing. Can you advise on her best options?

for the police report tell him to go to the police department and get his own copy if they will give him one if not to bad for him
for the keys her concerns are valid I would say she should talk to his supervisor or the owner of the property about her concerns see what they suggest

Deal with property owner

Mother needs to be dealing with regional PM or property owner. She needs to provide copy of police report and state, in writing, why she does not want to give apt keys to "this particular manager". She can't NOT give owner keys, but she can object to allowing someone she/police think might have forged a check unlimited entry into her unit.

Mixing apples - stolen check with oranges - keys is a mistake. Separate the issues and deal with property owner or higher up in mgmt company on access and possibility of criminal activity.

Thank you both very much for your excellent advice. Unfortunately, my mother's landlord lives out of state. He drops by every now and then, but she has no direct address or way to contact him except through the apartment manager. If we can find an address, would you advise sending him a letter outlining her concerns and her willingness to give the keys directly to him? Or do you have any other suggestions? Thanks for your time and attention.

does the manager work for the owner directly or for a management company if it is a management company find the supevisor
if it is the owner find out who and where they live and send a certified letter with return receipt
the owner should be on public record
check the county tax records
where I live the county tax assesors office has all the info on who owns what properties
