TX Parole abuse / rehabilitation

I have a friend that I have known since we were both sixteen years old. He grew up in a troubled and dysfunctional family and had a mother who taught her kids to use everyone to get what they need. In 1986 she let him drop out of school, run the streets and get hooked on drugs. He then began committing small crimes such as shop lifting and robbery. Weldon was then arrested and sentenced to jail time.

Weldon will be thirty eight soon and has spent most of his life behind bars for crimes he committed prior to the age of 21. Each time he is released, he returns to the only family and world he knows and ends up back in the system. Recently, he was released on Monday June 4, 2007 and came to Dallas to visit. He spent one day here telling me he was going to Houston to report in, try staying at a Salvation Army shelter and look for work. He left here with good intentions but did not carry them out. He arrived in Houston by bus and tried to get in touch with his family for support. Each family member told him they had no time for him and he immediately fell into his cycle. He used drugs received from a homeless person and did not report for parole. He was monitored so the police found him and he panicked and tried to run and was arrested. He is now in a county jail with the following charges: 1 ct. pos. cont. sub (SJF), 1 ct. eva. det. (class B misdemeanor) and a blue warrant for not reporting.

I know his actions have caused this but I don_t believe locking him up and punishment are going to help him. He needs to be in a center or program that will rehabilitate him and enforce positive discipline. He needs to learn how to make proper decisions, work, take care of himself and be a constructive member of society. He also needs to be mandated to Dallas instead of Conroe, Houston or Austin where he grew up and has too many demons to face.

Is there any advice you can offer that can help him reach this goal? I know bad influences are everywhere but I am the only person he knows in Dallas and if he is forced to stay in a home or program that helps with his addiction and also teaches him to be a member of society, I think he could make it here.

I know he must want help in order to receive it and he is now asking for help. I'm not taking on his case, I just want to help him get some information.

Any advice you can give is greatly appreciated.

Do two things:

A. Delete the personal information you put in your post

and

2. Realize that no one can be helped unless they want help.

Thank you SeniorJudge for your reply. I agree with you. He is the one requesting help and asking to be put in a program to be rehabilitated. He has only spent a few years in society and cannot function. He needs to be taught and learn to stand on his own.

Even if he returns to jail, he is asking for a program for when he is released. He knows he will end up in the cycle again if he can't find help.
