What is the name of your state (only U.S. law)? FLorida
I have a neighbor (male)who took a picture of my minor son and his friend.
He did not have my authorization to take a picture. I know why he took a picture but did not have my authorization to do so. Is this illegal?

Where was your son when the picture was taken? If it was a public location, which could include virtually anywhere outdoors and many indoor places, it is perfectly legal. If he starts posting it all over the internet or attempts to profit from the picture, you may have a legal issue.
