What is the name of your state (only U.S. law)?

We live in Wisconsin. My 17 year old son just got a ticket for underage consumption of alcohol. He was not driving. He was at a party and had 2 beers. I know he is guilty of this but my question is: can his license be suspended and are there any alternatives like a class he can take?

He also received an obstruction ticket. He refused the breathalyer but the officer used a "passive air tester" in front of his face that registered alcohol. Did he have a right to refuse the test since he wasn't driving? This was a Kenosha County ordinance violation.
