Underage drinking citation in PA but MD citizen

What is the name of your state (only U.S. law)? PA

Was called to pick up 16 yr-old daughter at a Sheets in PA. Officer said that she was in a car that was pulled over because one of the passengers had opened a door giving them probable cause. Said that they suspected some alcohol use and asked the kids. They admitted to having a drink. The state police officers told kids that they were only going to have parents pick up them because they were very respectful and was evident that they had only had very little to drink (trust me understand any is too much for a 16 year old, but she is being punished at home and this is a first time situation- good kid, very bad choice) and that they would not give them a citation. When I picked her up the officer said that there would be nothing else. She did not sign a statement and I did not see one. However, today she received a Non-traffic citation/summons for underage drinking. The on-view arrest box is checked and is holds a fine of $200 + 113.50 in costs.

What should we do? Should she plead guilty and pay fine? How does this affect her record? She holds a permit in MD. Will the record be expunged at a certain age? Would it be better to go to court?
