What is the name of your state? Tennessee

If stoped by a police officer in Tennessee, and the driver is either not intoxicated or intoxicated can the passenger refuse to a test if the officer wants the passenger? Can the passenger if requested by the officer to participate in a Intoxication test refuse to cooperate, and if so what do the officer need to insist that the passenger cooperate?

If the passenger were under 21, he or she may not have much choice. It depends on the status of alcohol laws in your state.
