When calculating child support, does the agency ever look at earnings potential, or just current earnings? (I'm referring to someone who is willingly underemployed)

When calculating child support, does the agency ever look at earnings potential, or just current earnings? (I'm referring to someone who is willingly underemployed)
You can take it to court and ask the judge to impute a higher income to the party, if you can prove that they are willingly underemployed.
