I am in the state of Indiana. I recently, after having "issues" with my neighbor, planted a row of burning bushes along the property line. I put down landscape fabric about two inches in front of the property line and then planted the shrubs about 3 feet within my property line. The neighbor came onto my property and gave me grief about but left when I told him to get off my property. He has since, apparently had the electric company out to look at the electric box that is on the very northwest corner of my property. I planted the first bush about 3 feet away from the electric box. There is now a red painted dotted line that runs down 1/3 of the landscape fabric before veering off into the grass on my neighbor's side. I am assuming he had the electric company come out to find the buried line that leads down to his pole barn.

Since the line runs through maybe five feet of my landscape fabric, do I need to move my landscape fabric and my shrubs? It only affects maybe two shrubs. I don't know how deep the roots go and if, at any point, they would affect the buried line. I have shrubs running along the fence line with my other neighbor and apparently there are buried lines running along that as well.

Does one call their local electric utility company to find out the answers to such questions or is there another organization that you call when building or digging?

If it was a problem, you would have been notified when they marked the lines.
