Underhanded tricks to keep refund?

My ex never sees his tax refund because he owes so much in back child support - partly to me.
He told me he has been "talking to some people" and has figured a way around his refund being witheld from him.
He is not married. Do you think this is possible somehow?

Sure. All he has to do is adjust his withholding so that he owes instead of getting a refund.
