Also as mentioned above you may well have to do all this by filing an appeal and there is a time limit on that appeal. Usually 15-30 days.

How does one go about making one of these normally? I don't think the theater program director has experience with such matters.
First, it might be of some comfort to you to know that you were not by any means alone in receiving the repayment of benefits notice. Over 700,000 notices of overpayment were sent out.

And it might also be of some comfort to you to know that the $35,000 repayment potentially can be waived if you acted in good faith when applying for benefits and any repayment of the benefits could be seen as “contrary to equity and good conscience” (quote from the CARES Act).

Following are links to resources where you can find free or low cost legal assistance in protesting or appealing a repayment determination. It is important that you take care of this immediately as failure to meet deadlines will complicate, and potentially doom, your efforts to reverse the decision.

Did you have any help by State workers in filling out your initial application for benefits?

That is one area where an attorney can be of great help.

The proof of income required by the State was any of the following, with the bolded section where the letter of separation could come in:

1099s, W-2s, tax returns, bank statements, last pay stub, work orders and invoices, or other documents that substantiate employment or self-employment or to substantiate work that was to begin.
