(Tennessee) unfair deductions from deposit

Can a landlord charge you $100.00 to come to his (rented home) and survey for damages when the tenant moves out? It seems that he just wants to keep the deposit. Are there laws and statutes that cover what he can charge for damage to property? There was a carpet damage to the property, a 2ft X 1ft area. He says at least $200.00, and we cannot understand why since the house is being torn down because of rezoning in the city. We don't know if he has been paid for the property yet, but there are signs posted in reference to no more rented property from the area. HELP!!!!!!!!!!!!!!!!!!!!!!!!!

I guess you will have to sue him in small claims court, he has no reason to deduct a dime, if he cant Legally re-rent the place...

Any normal Judge would see that one, a mile away!
