University troubles

What is the name of your state? - MO/IA

I joined an university in IA almost 5 years ago to pursue my Masters in a particular field. Since then, I switched to being a part-time student due to work reasons. I live in MO. I had to pay upfront for the degree and took out a loan.

The problem is that they wont allow me to choose the courses I want to pursue. Since my work is management based, I wanted to have the degree in computer science, with specialization in management. However, every time I asked them, they told me that they would not let me do management courses. Their reasoning is that my grades in computers were not good enough. (I am not a programmer, I am a Project Manager. Most of the Computer courses they offer are targeted towards programmers.)

I joined the program assuming that I would be able to do the specialization in Management. I was never told that I would need faculty authorization to do courses of my choice (which is false advertising). The department head forwarded me an email recently (by mistake, I presume) where he was discussing my situation with someone else from the department. His exact words in the email were "I think our policy should be". So basically, they made up a policy then and there, and are forcing me to follow thru with this policy, I had no idea about when I joined the program (because it did not exist then!)

How do I deal with this situation? Thanks for your help.
