University waives then un-waives TOEFL test

A female friend who is Korean, obtained a bachelors degree in dietetics in Korea, then came to the USA two years ago and obtained her masters degree in culinary arts at a school in Los Angeles.

In order to work as a dietician in the USA, she needed to get a "certificate program in dietetics", and a few months ago was able to find a university in Michigan that offered this as a one-year course, starting fall 2006.

She flew from Los Angeles up to Michigan, passed the university's entrance exam for this course, and then made preparations to move to Michigan.

In early June, as part of the initial correspondence with the university after being accepted onto the course she was told in an email from their admissions office: "...Thank you for your interest in XYZ University. Your TOEFL and TWE requirements have been waived..."

Last week she drove cross-country to Michigan, with all her belongings, and found an apartment in Michigan.

But this morning 8-25-2006 she went to the university admissions office about some matter, and was told that she HAS to take the TOEFL test. Upon mentioning the previous email she had received from the university, she was told "that email was a mistake."

The university website says:

If you meet the following requirements you are exempt from taking the Test of English as a Foreign Language (TOEFL), the Oral Proficiency Examination, and the Test of Written English (TWE):

- Your native language is English.
- You who have completed all your secondary or post-secondary education in the United States, Canada or other English-speaking countries such as the United Kingdom, the West Indies and other countries specified by the XYZ State University Office of Undergraduate Admissions.


Apparently, the TOEFL/TWE test takes a lot of preparation, and the course starts on September 6, 2006 - with today being August 25 - less than two weeks away.

My friend dearly wants to start the course. Does anybody have any advice on what can be done in this situation, or what her options may be, and/or if you have had any similar experiences in the past?

It's late Friday as I'm writing this, and we are getting to work on the matter first thing Monday morning. She is also doing her part to sort out this problem, but I am also trying to assist due to having been in the states a lot longer.

If any more information is required, please ask and I will endeavor to supply it.
