Unlawful billing?

I live in Wisconsin, and some guy I don't know who is apparently a private investigator is trying to bill me for services I did not solicite. I don't know the guy, never met him, never communicated with him in any way. My fiance had talked to him about trying to get advice about something and next thing we know this guy is saying that he will send me bill. What grounds does this guy have to charge me money? I never solicited services from this guy, how can he try and charge me money?
