My X is court ordered to pay me half of all medical expenses for our 2 children.
I have continuously sent him statements and receipts, with a detailed statement of the 1/2 he owes back to me. Not one penny! (Big Surprise)
Rather to pay an attorney and go through all the mess of proving contempt blah blah blah.....Would probably cost me as much as he owes me (about $1500 so far) Our kids have a lot of medical problems that they genetically inherited from him! (The irony!) Anyways, Can't I just periodically take him to small claims court until they turn 18? Then when he still doesn't pay get a writ of garnishment and take that to his bank?

Greetings just stopped by for a minute. Note that wages are exempt from garnishment in Texas except for a few exceptions one of these being child support. If you have sent written notice as required. I would recommend that you send this via certified mail return receipt requested and he continues to refuse to pay your best option is to hire an attorney to bring an enforcement action against him.

If you prevail in an enforcement action the Judge should award you reasonable attorney's fees but note you would likely have to pay the attorney upfront. Alot of this depends on whether or not your ex has disposable fund to pay the attorney's fees and medical. The Judge has the option of counting these unpaid amounts including attorney fees as child support which can then be withheld from wages.
