Hi,
Is there a maximum period that an employee is entitled to be on unpaid vacation, by law? Or is it at the discretion of employee/employer?

Vacation? It's at the discretion of the employer. In fact, it's at the discretion of the employer whether the employee takes paid or unpaid vacation at all; vacation is not a right guaranteed by law. This applies in all 50 states.

Sick time may or may not be a different story, depending on a number of various factors.
