Unreturned deposit money

I moved out of my apartment in CA about 4 months ago.
A day before the move I had the apartment manager visit the apartment
and verify everything is in order. Other than a small stain (in a corner) in the carpet everything else was good. He documented the details and provided me a written copy.

A couple of weeks later, the property management sent me a letter listing a bunch of expenses (including drain cleaning done 2 years ago - due to a overflow not caused by me) and stated that I owe them money.
In the document they sent me the security deposit listed is less than I originally paid them. I do have lease agreement which has the deposit money I paid.

With all the details I sent a certified letter to the property management which they refused to accept (they have PO box and never picked up the certified letter). After 2-3 weeks the letter was returned by postal department stating that the addressee didn't pickup. I sent another certified letter to the apartment manager with all the details and requested him to deliver the copy of my letter to the management. After more than 6 weeks I haven't received any response.

From CA I moved to east coast, so it is difficult for me to physically go there.
The money I need to get is about $400.
Any suggestions on how I should get my money back?

Your help is highly appreciated.
 


My guess is $400 is not worth you having to go all the way back to a small claims court in California to try to collect it. Am I correct?

It may not be cost effective for me to visit CA to drag them to small claims court. Is there any other way to resolve this?
