unsubstantiated billing by utility company

I received a bill for $43,000 for repairs to a damaged pad-mount transformer as a result of my vehicle running off the road and hitting it. They have already forwarded it to a collection agency. I've received some documentation regarding the charges, however, I have considerable reason to believe the charges to be VERY incorrect. Besides threatenening to file a complaint with the Utilities Division of the AZ Corporation Commission, I want to threaten them with a civil action. What would I call such a claim? Fraudulant billing? Failure to substantiate charges?

Where's your insurance company in this matter? And, when did you become an expert in utilities?

My property damage coverage limit on my auto is only $10k. I became an "expert on utilities" over my 25 years as a developer and general contractor. I have built numerous residential subdivisions and completed many commercial projects on which I've had to install ALL the utilities and improvements. I am only trying to determine what the actual legal term for price gouging is.

*** There isn't any. 'Price gouging' is not a civil action. Nor is your claiming that their bill is incorrect.
You can certainly challenge the validity of the amount claimed.... but their refusal to agree with your 'estimation' is not actionable.
