Unsure if contract is Breeched? Help

What is the name of your state? Virginia

My Apartment contract clearly states that the pooper scooper law is enforced and the carge is $50.00 for each infraction. There are no exceptions except for service animals which don't apply to me. I currently recieved a letter from the leasing office saying that I was in violation of the pooper scooper law. (Which is not true). The letter says that a $100.00 fine has been added to the rental account. Nowhere does it say that there was two violations. Is this a breech of contract on the leasing office's part. Can I request the contract be cancelled. The leasing office is under new management and they are constantly causing problems.

Which brings me to my second question. I'm in the military. My home of record state is GA. My vehicles are tagged and titled in GA, (Which is completely legal becuase I'm in the Military). Can my leasing manager tow my vehicle because I don't have the VA state inspection Sticker on it? Any help would be greatly appreciated. Thanks!

Cheaper to just pick the poo up and not to pretend you have not noticed your dog is dropping a few friends of.
I see dog owners do it all the time they pretend to look at their watch or pretend they are looking at something when their dogs squat down so it looks like they do not notice a big steaming turd has just been deposited.

If your contract you agreed to states you will pay a $50 fine for each turd then that is what you agreed to and it would take both parties to cancel it.
