upkeep of roads

i live in a mobile home park in illinois. i am needing advice on how i can go about getting our roads fixed, they are in terrible shape! pot holes aproximately 16 in wide, and 2 to 8 inches deep are making the roads a major chore to navigate. the owner\landlord's idea of fixing the road consist's of filling them twice a year, only for them to get wider and deeper every spring. now, she is increasing rent to $180.00 a month, with no improvements to be seen.
could someone please tell me what we can do?
