upstate ny parking ticket

What is the name of your state? new york

my father-in-law was recently pulled over near plattsburgh, ny and after the trooper looked him up he found out that his license had been suspended due to a parking violation in bolten, ny from 1986!!. on top of that, the address shown on the ticket was wrong because my father-in-law had moved. so a few questions.

a) is there a statute of limitations on a parking ticket from 18 years ago!?

b) isnt the ticket invalid because of the wrong address?

c) and finally how could he have known that his lisence had been suspended if they had the address wrong?

a) No.

b) That should have been argued in 1986, it's too late now.

c) There are no requirements for notifying folks of license suspensions, that should be assumed anytime you have an unpaid ticket, especially after the scheduled court date. He probably would have found out the next time he tried to renew his license.

He is a Montreal,QC resident. his license is from Quebec not the states. the ticket would have never shown up.

so essentially there is nothing he can do except pay the fines and go on with life
